The National Practitioner Data Bank (NPDB) was established as part of the Health Care Quality Improvement Act of 1986 and was intended to improve the quality of health care by restricting the ability of incompetent health care providers to move from State to State without disclosure of prior malpractice payments or adverse disciplinary proceedings.
